Law No. 18/1991 has undergone a series of amendments between 2018 and 2022 with regard to Article 27, introducing a procedure through which certain individuals who own their homes but only have usage rights over the land can convert these usage rights into actual ownership rights free of charge.
Despite nearly four years having passed since the enactment of Law No. 87/2020, not a single property title has been issued in Bucharest (!).
Through examples from court practice, as well as through personal opinions, various aspects regarding the procedure to obtain ownership rights over the land adjacent to owned constructions have been condensed into an informative material.
